Generally, the Entity Formation workflow should be completed first. If you've already formed your entity, you should still complete the workflow, but instead of generating company documents, you'll upload your existing documents.
Once you've set up your entity, the workflows can, normally, be completed in any order depending on the specific needs of your company.
